South Korea says communication channel with North must reopen

The symbolic song, reflecting the emotional sentiment of the generation who led the student movement against the military dictatorship in the 1980s, had been sung by attendees from 1997 through 2008 when liberal governments were in power.

Ties with China were at the top of the list.

Other phone calls were held with Prime Minister Shinzo Abe of Japan, during which the two men talked about the "comfort women" accord accepted by the previous Korean administration. Although he has sometimes criticized the THAAD deployment, Moon has not said he will remove it.

Vladimir Putin, the president of Russian Federation has urged foreign leaders not to respond hastily to North Korea.

On May 10, new South Korean President Moon Jae-in officially assumed office, stating in his inaugural address that he would do everything possible to maintain peace on the Korean peninsula, and even "visit Pyongyang if it is possible".

Haley called North Korean leader Kim Jong-un "paranoid", adding he thinks Washington wants a regime change or that people are trying to assassinate him.

South Korea said on Wednesday it wanted to reopen communications with North Korea as new President Moon Jae-in seeks a two-track policy involving sanctions and dialog with its reclusive neighbor to rein in its nuclear and missile programs. The test precipitated the first meeting of Moon's national security council.

South Korean Ambassador Cho said it is "deeply regrettable" that North Korea launched a ballistic missile "only a few days after the inauguration of our new government in Seoul".
