Just hours after President Donald Trump announced that he intends to withdraw the United States from Paris Climate Agreement, three state governors announced the formation of the United States Climate Alliance, a union that will work to reduce greenhouse gas emissions, even as national leadership on climate change falters.

"As a small country, we have also staunchly supported the rules-based multilateral system, and upheld the critical role of diplomacy in solving problems on the global commons".

Climate change is real and we all share a responsibility to fight it.

"As the chair of C40, a network of 91 of the world's major cities committed to tackling climate change and as the mayor of Paris, I urge the US administration to reconsider this short-sighted decision", according to a statement from Anne Hidalgo.

Environment Minister Koichi Yamamoto, who has expressed doubt about the effectiveness of the Paris accord without US participation, separately told a press conference, "I am very disappointed, plus a little angry as (Trump) has turned his back on the wisdom of human beings". During his speech today, Trump said he would look at reentering the agreement if it could be negotiated.

During his campaign, Trump vowed to "cancel" US participation in the deal.

"For generations, our country has been a global leader, dictating the conversation around the world on a host of issues", Heitkamp said.

U.S. Senator Bob Casey responded to Trump's comment on Twitter, saying, "If [Trump] really wanted to help the people of Pittsburgh, he would protect their clean air & opportunity for jobs".

"We don't want to be an accomplice to taking the world to 3 to 4 degrees and the death and destruction that represents", Mr Oquist said. "With the president pulling out of the Paris climate agreement, L.A. will lead by committing to the goals of the accord - and will work closely with cities across America and the world to do the same". I promised I would exit or renegotiate any deal which fails to serve America's interests. "He must now accept the consequences that we will all move ahead without the USA, as real world leaders embrace the clean energy transition and the social, economic, and environmental benefits it brings".

Meanwhile, former President Barack Obama, whose administration was involved in the creation of the Paris accord, said, "The nations that remain in the Paris Agreement will be the nations that reap the benefits in jobs and industries created".

Trump, tapping into the "America First" message he used when he was elected president a year ago, said the Paris accord would undermine the USA economy, cost U.S.jobs, weaken American national sovereignty and put the country at a permanent disadvantage to other countries such as China.
