Police said Tuesday he is from east London and his family has been notified. All three suspects were shot dead in a hail of gunfire by police within minutes of the attack, which began when they drove a van into pedestrians on London Bridge.

Together they murdered seven people and wounding 48 others, of whom at least 18 are still in critical condition.

Italian newspaper Corriere della Sera reports that in 2016 Zaghba was charged with global terrorism, but this was later dropped.

A second source said Italian authorities had flagged him up to British authorities after he moved to England a year ago.

Prosecutors ordered the suspect's phone and passport seized, detained him on suspicion of being a foreign fighter on his way to join IS ranks in Syria, and charged him with global terrorism. Repubblica said when he landed in January at Stansted after a 10-day visit in Bologna, his name was verified in the SIS system but he was allowed to go. His brother took to social media to appeal for help in finding his brother who "disappeared in the London attacks".

Three more people were arrested on Wednesday in connection with London's weekend terrorist attack, on the eve of Britain's election, police said. A search was continuing at the address where the man was arrested.

"A number of people have been detained", police said in a statement after two early morning raids in east London, as commuters returned to the scene of the attacks after some security cordons were removed. The Islamic State group claimed responsibility. The issue has become a key one in the run-up to Thursday's general election. Butt had previously been investigated by authorities.

"However, there was no intelligence to suggest that this attack was being planned and the investigation had been prioritized accordingly", police said. Redouane had not aroused any suspicions. Mrs May said they were "worn only to spread panic and fear".

Another neighbour, Michael Mimbo, told Reuters that Butt supported the north London football team Arsenal.

Neighbors described Butt as an avid weightlifter and Transport for London confirmed he worked for London Underground in customer service before leaving last October.

The Mayor of London, Sadiq Khan, said the police and MI5 must reveal what they had on file about Butt and Foreign Secretary Boris Johnson said he had appeared to have "slipped through our net" despite being in plain sight.

He has been criticized for voting against counter-terrorism legislation and expressing reservations about police responding to attacks with "shoot-to-kill" tactics.

"She had room in her heart for everyone and believed strongly that every person was to be valued and respected", the statement said.

The number of police officers in England and Wales fell by nearly 20,000 between 2010 and 2016 - years when May, as home secretary, was in charge of policing.

The white van then continued to drive to Borough Market.

Tributes are being paid to the people killed in the attacks on London Bridge and Borough Market as details of the victims emerge.

It was lowered once intelligence agencies were comfortable this wasn't the case.
