"The targeting of civilians in Raqqa (the de facto capital of the Islamic State group) and the crimes committed against them... is something that sparks questions and it's most likely that the USA is trying to terrorize the Arab citizens in Raqqa into leaving their areas to establish a suitable ground for federalisation or the (creation of) Kurdish entity" in northern Syria, Bouthaina Shaaban said on Thursday.

The US will fail to fragment Syria "because the Syrian people are one", she said.

The Russian Air Force provide support to Syrian troops on the ground.

However, the killing of civilians on a daily basis pushed the Syrian government to condemn the US-led coalition's "crimes" in Raqqa and urge the United Nations to dissolve the coalition.

The Syrian army encircled ISIS near Akerbat.

"To prevent Islamic State militants from escaping to Deir ez-Zor, the Russian Air Force deploys drones for round-the-clock aerial surveillance, as well as detects and destroys armored vehicles, pickup trucks and other transport used by terrorists", the ministry added, as quoted by TASS. The army has also made advances further east in recent days that could cut off more of the IS salient, according to the war monitor, the Britain-based Syrian Observatory for Human Rights.

Recently, Syrian forces took control of an area of about 60 sq km, with three major populated areas and two oil fields in the region of El-Kder, between the provinces of Homs and Raqqa.
