The East Asia Summit meeting was scheduled to issue a chairman's statement on Tuesday that condemns North Korea, a nation that continues to develop nuclear weapons and missiles, according to a draft obtained by The Yomiuri Shimbun. "China has not said it has changed its stance to agree to THAAD and still says THAAD infringes on its security". Xi highly regarded the agreement between the two countries, saying, "It is a new start and a good beginning". If [the South Korean government] tries to make it look like China acquiesced, the Chinese government will have no choice but to bring up the issue again.

Abe said he had proposed visiting China at an appropriate time, which would then be followed by Xi visiting Japan.

"During the APEC summit on Saturday, Moon and Xi also agreed to immediately normalize bilateral exchanges in all sectors", Yoon added.

In a letter addressed to U.N. Secretary-General Antonio Guterres, Ja Song-nam, Pyongyang's top envoy to the U.N., said the carrier groups' joint exercises with South Korea were creating "the worst ever situation" in the region, according to foreign news reports.

Last month, the two countries' foreign ministry officials agreed to return to "a normal development track", mending relations that have been frayed since the decision by Seoul and Washington in July 2016 to deploy a Thaad battery in Korea to defend against North Korea.

The sabre-rattling has complicated China's relations with South Korea.

A compromise will doubtless have been reached to end China's concerns over the intrusive radar technology it has strongly objected to with the US-supplied THAAD missile defence system. "This is not sealed up", said Kim Heung-gyu, director of Ajou University's China Policy Institute, in a nod to the South Korea's government's choice of expressions.

ASEAN meetings in Manila will also include the ASEAN Plus Three summit, involving the leaders of ASEAN, South Korea, Japan and China. To this, the leaders of the ASEAN threw full support as well as on South Korea's efforts to establish lasting peace on the Korean peninsula. "We hope the trilateral summit will resume soon", he said.

The text of the agreement made no mention of economic retaliation by China over the THAAD deployment, nor to the harm it caused South Korea. The four-day exercise in the western Pacific involves three US aircraft carriers - USS Ronald Reagan, USS Nimitz and USS Theodore Roosevelt - and seven South Korean warships including three destroyers. He added that he hoped China would continue to ratchet up the pressure on its restive neighbour. They also discussed how to deal with the North Korean nuclear threat.
